August 9, 2012. President Benigno Aquino on Thursday witnessed the signing of a US $207.88-million loan agreement that will implement the Jalaur River Multipurpose Irrigation Project Phase II of the Department of Agriculture- National Irrigation Administration. Finance Secretary Cesar Purisima and Byun Sang-wan, executive director of the Export-Import Bank of Korea, signed the agreement. The project involves the construction of a high dam and reservoir, after bay dam, catch dam, high line canal, and penstock in Sta. Barbara, Iloilo. The Philippines began a massive clean-up on Thursday after floods swept the capital and nearby provinces, forcing residents to wade through shoulder-deep waters in some places after nearly two weeks of monsoon rains killed 91 people. Power, water and communications services were restored as floodwaters started to recede, allowing many to return home to fix their houses. Nearly 300,000 people remained in temporary shelters, disaster officials said. Some social media users and several politics pundits criticized President Benigno Aquino III and his allies for supposedly using relief efforts to campaign early for the mid-term elections. In a report from the CBCP News, Carmelite priest Ransom Rapirap said politicians must not use the victims of the disaster for photo opportunities and for mileage in the 2013 elections.
